School Culture, Climate & HIB Prevention

A coordinated approach to bullying prevention from kindergarten through grade 12.

Paramus Public Schools is committed to safe, respectful, and inclusive learning environments for every student. New Jersey’s Anti-Bullying Bill of Rights Act sets clear procedures for reporting and responding to harassment, intimidation, and bullying (HIB). The district goes a step further with prevention plans for the elementary, middle, and high school levels.

Each plan describes the practices in place at that level, including what students learn, how we partner with families, how staff are prepared, and how our schools coordinate. Together, they make up the universal, schoolwide layer of the district’s multi-tiered system of supports: practices that reach every student and work to prevent problems before they start.

  • Elementary Schools: Building foundational social skills, empathy, and knowing when to ask a trusted adult for help.
  • Middle Schools: Navigating peer relationships, identity, and life online.
  • High School: Student leadership, accountability, and responsible decision-making.

These plans are reviewed and updated periodically to reflect current practices and student needs.
